I have the honour to address you on the subject of
a proposed reorganisation of the Judicial and Legal Departments of this Colony which will entail the regrading of a certain number of posts either now or in the future, and to request your approval of this proposed reorganisation.

In Hong Kong there are at present a multiplicity of departments, all of them having to varying extents a separate and independent existence and all of them staffed in the senior posts by officers of the Colonial Legal Service. The departments are the Supreme Court, the Magistracies of Victoria and Kowloon, the Attorney General's Department, the Crown Solicitor's Depart-
The senior ment, the Land Office and the Estate Duty Office. staff of these departments is summarised below:

THE SUPREME COURT:
The Chief Justice;
The Puisne Judge;
The Registrar of the Supreme Court. (This officer, usually assisted by one or more Assistant Crown Solicitors, also discharges the functions of Registrar of Companies, Trade Marks, Patents and Designs, the Official Administrator of Intestate Estates the Official Receiver, and the Official Trustee).
THE MAGISTRACY, VICTORTA:
Three Magistrates.

The Attorney General;
